Night Rides At Harbins

The days grow shorter and there is less riding time for the working man.
What is the story on night riding at Harbins (or any other nearby trail system)?
Is it possible to set up a regularly scheduled night ride or are there county fees that make this unrealistic?
I can't seem to find anything on the County web site and thought advice on how to approach the county from this forum may be helpful.

This post is old(er) but has a general idea of what's allowed. If I get time today, I'll review and see if I know of any changes since the last update. Hopefully someone else can pipe in here with any changes as well.
